At a meeting of the Parish Council held on 25 March 2008 at 7.00pm

the following Parish Councillors were present:-

4554 Minutes – 10 March 2008

The minutes of the meeting held on 10 March 2008 were received as a correct record and signed by the Chairman.

 

4555 Financial Matters

The Parish Council

2)      agreed that the above payments were lawfully payable under the General Powers of the Parish Council and Open Space legislation

3)      approved the expanded budget format as submitted.

 

4556 Internal Auditor’s Report – Taxation of Taxi Fares

The Parish Council

1)      noted that accountants’ Lonsdale and Marsh had not responded to the Parish Council's request for a quotation on the taxation situation relating to the refunding of taxi fares and that another firm had suggested £250 plus VAT

2)      agreed that no action be taken on the quotation as Councillor Harkins had investigated the matter further and would be contacting HMRC re a possible dispensation.

 

4557 Correspondence

1)      RAMP workshop on 8 April 2008 noted.

2)      LAPCT 2008 Buckingham Palace Garden Party – agreed that Councillor Gill be nominated.

3)      Liverpool PCT – noted with agreement that a meeting of Chairs of Liverpool and Sefton PCTs was not required at the current time.

4)      Liverpool Ladies Bowling League and Aintree Harrow Bowling Club – noted that their July 2007 event had raised £200 for the Woodlands Hospice.

5)      Government Office for the North West re draft North West Regional Spatial Strategy noted.

6)      LAPTC re consultation on Sustainable Communities Act 2007 noted.  

 

4558 The Parish Council’s Web Site

The Parish Council noted that

a)      many Parish Councillors had viewed various other Parish Councils’ web sites

b)      noted that as notified by the LAPTC, The Local Channel could provide a web site service

c)      agreed that The Local Channel would be considered when the Parish Council made its decision as to which web host it would use.

4559 Park/Safety Issues

The Parish Council

1)      agreed that Liverpool Roller Shutters Limited’s quotation of £760 plus VAT for replacement electric shutters for the garage be accepted

2)      noted that the Merseyside Fire Service’s event in the park would be held on 30 July 2008 which would hopefully be the same date of the Youth Service’s annual Music in the Park event

3)      agreed that Mr Atherton be requested to ensure that the toilets attached to the Assembly Room are working and available for the above event

4)      noted that Mr Harrold would be securing the park on Mondays and Tuesdays.

 

4560 Planning Issues

There were no planning matters for the Parish Council to consider but Parish Councillors discussed the proposals for the development of the former Vernon Pools’ site.

 

4561 Parish Councillors’ Business/Clipboard

1)      Grand National; agreed that the Clerk approach the new managing director re attendance.

2)      The late Mr Reg Green, historian of Aintree Racecourse and the Grand National; Clerk to send condolence letter to Mrs Green.

3)      British Waterways be contacted re the unsafe Blue Anchor Bridge with copies to the three ward councillors.

4)      Messrs Goring and Stafford would attend a future meeting to discuss the “grot spots” with Parish Councillors.

5)      Legal Director be asked for advice on possible name change of the Parish Council e.g. to Aintree Village Community Council.

6)      Vacancies on the Youth Club Management Committee.

7)      Area Commander Mark Matthews to be contacted re use of police resources to pursue car parking issues on Melling Road near the Blue Anchor Bridge.

8)      No football signs requested in Kempton Park Road.

The Parish Council noted that the next meetings would be held at 7.00pm on the following dates:
