4449 Notice of Motion – Illegal advertising

Councillor Payne moved that

 

“Aintree Village Parish Council should

 

1)      reaffirm its opposition to all illegal advertising by commercial and private bodies within the Parish Council's boundary

2)      support all measures taken to prevent and remove illegally posted notices and banners and to further support the prosecution of those who responsible for posting them

3)      send this notice of motion to Sefton Council’s Technical and Planning Directors, the three ward councillors, the Sefton East Parishes Committee, the Altside Business Village Partnership and the Sefton Chamber of Commerce.”

 

After the motion was seconded and discussed, it was unanimously agreed by the Parish Council.

 

4450 General Correspondence

1)      RAMP re Conference in Liverpool on 9 October 2007; agreed that Parish Councillor T Baldwin be requested to represent the Parish Council and that travelling and subsistence allowances be paid in accordance with the Parish Council's scheme in connection with attendance at this seminar.

2)      Councillor A Robertson re proposed Park Ranger scheme; agreed that either Councillor Duggan or Mitchell be requested to represent the Parish Council at meeting to discuss the proposal.

3)      Councillor A Robertson to Sefton Council re railway bridges in Aintree Lane noted.

4)      RoSPA re park and play equipment safety report; report to be distributed to all Parish Councillors for discussion at the next meeting.

5)      Maghull Town Council re disciplinary and grievance procedures; Clerk requested to adapt them to this Parish Council for discussion at the next meeting.

6)      Mr J Thick, managing director of the Aintree Racecourse; noted that Mr Thick would be attending the next meeting with Sefton Council’s Head of Tourism Tony Corfield to discuss the promotion of the 2008 Grand National; further noted that the opportunity could be taken to discuss matters of concern relating to the racecourse.

7)      NALC – noted that Parish Councils would soon become an interested party for licensing matters.

8)      Sefton PCT Annual Report – lack of reference to Aintree Village.

9)      Paradox sign on the Vernon tower; owners to be asked if the lettering could be removed.

4452 Park/Safety Issues

The Parish Council agreed that

1)      the outside public toilets be jetted and kept closed

2)      no charge be made for tennis and crazy golf but to be reviewed in one year; further, no equipment be issued.

 

4453 Parish Councillors’ Business/Clipboard

1)      Melling Road cleansing.

2)      Tree overhanging 3 Winchester Avenue.

3)      Paving around 34 Winchester Avenue.

4)      Long term use of pavement for builder’s materials around 32 Kempton Park Road.

5)      Footpath between Aintree Lane and Mostyn Avenue requires attention.

6)      Christmas cards; agreed they be sent again at the Chairman’s discretion.

7)      Councillor Baldwin briefed the Parish Council on the last Area Committee from which it was noted that

·         the committee had released funding of £3,830 to part finance the drainage work in the park

·         attention would be given to inappropriate/illegal parking outside the primary schools

·         the wheelie bin collection service would start in the Parish mid-January 2008 and that road shows would be held and leaflets issued to explain the new service.

8)      Councillor Baldwin briefed the Parish Council on the Sefton PCT AGM.

9)      Councillor Baldwin briefed the Parish Council on the last meeting of the Neighbourhood Watch Committee from which it was noted that the section 30 order recommenced on 13 September 2007 and would run until 10 March 2008.

10)  A get well card be sent to Councillor M Dowd.

11)  Sandhills Station would soon be closed for refurbishment.

12) A board advertising in Aintree Lane.

13)  All Parish Councillors should as much as possible, promote the name of Aintree Village to prevent conflicts with parts of Liverpool stated to be “Aintree”.

14)  Ormskirk Road service road; Sefton Council to be requested to carry out another review to negate potential hazards.

15)  Ormskirk Road – trees blocking the traffic lights.

16)  Condition of tyre store on Ormskirk Road.

17)  Aintree Davenhill School – youths on roof on many occasions during the summer.

18)  Rail track by Aintree Station not repaired; Councillors Green and Varney will view.

19)  Smells from the retail park managed by Emerson Estates.

 

4454 Application for Licence – Valentine Public House

The Parish Council

1)      noted that an application had been submitted and that a further amending application had also been submitted

2)      urged Parish Councillors and residents to attend the Police Forum meeting at the Methodist Church on 26 September 2007 at 6.30pm

3)      noted that objections had to be submitted by 19 October 2007 and limited to four specific areas

4456 Civic Award 2007

The Clerk reported that he had received two nominations for the Civic Award 2007, both for Mr John Knight-Gregson.

 

After discussion, the Parish Council agreed that

1)      the Civic Award for 2007 be awarded to Mr John Knight-Gregson

2)      the  Clerk be requested to discuss the award with him.
