At a meeting of the Parish Council held on 22 October 2007 at 7.00pm

Councillors Green, Harkins and Duggan declared interests in the payments for cheques 4814, 4816 and 4817 respectively and took no part in the discussion or decision for those respective payments.

 

The Chairman, Councillor Mitchell, declared an interest in the payment for cheque 4815, vacated the chair and did not take part in the discussion or decision for that application; the Vice Chairman Councillor Downey took the chair for that payment.

 

2)      agreed that the above payments were lawfully payable under the General Powers of the Parish Council and Open Space legislation

3)      Aintree Racecourse re footpath closure; agreed that approval be given to the closure of the footpath around the racecourse from 5.00pm on Saturday 24 November 2007 until 5.00pm on Sunday 25 November 2007.

 

4472 Planning Issues

The Parish Council

1)      noted the following planning matter:

2)      noted that Sefton Council had deferred a decision on 0843 (The Valentine – application for a covered seating area fronting Altway) as there was some doubt as to its status as a smoking shelter

3)      agreed that Sefton Council be informed that the Parish Council's objection to 0843 still stands as it had determined the development to be an extension to the licensed premise, irrespective of whether smoking would be legally allowed in it.

 

4473 Park/Safety Issues

The Parish Council agreed that

1)      plastic bin liners be used in the litter bins

2)      one or two Parish Councillors should be involved in any future health and safety meetings so that they can familiarise themselves with any issues on the Parish Council's behalf

3)      the health and safety book be submitted to all meetings

4)      the hedges at the rear of 2, 4 and 6 Atholl Crescent be not cut for the time being

5)      as there had been no response from United Utilities, COMTECHSA be authorised to place the order for the approved drainage work with Grisedales

6)      the Clerk be requested to discuss the recent purchase of two pairs of trousers with Mr Atherton

7)      an order be placed for the repair of the Assembly Room roof and grid/vent of the changing accommodation

8)      Handscon’s advice be sought on the proposed replacement of the smoke detectors by heat detectors as the hot showers were setting off the fire alarm

9)      the Blue Anchor FC be advised that they would need to pay pitch fee arrears before they can play again

10)  Parish Councillors be requested to enquire if anyone would like to apply for the still vacant Saturday/Sunday Park Keeper

11)  the telephone could be relocated back to the Groundsperson’s Room

12)  the Parks Committee be requested to meet Mr Atherton on 7 November 2007 at 2.30pm

13)  the Clerk be requested to pursue the aborculturist’s report, the likely repair date of the CCTV camera and the security alarm

14)  the Clerk be requested to check if the staff still have two of the Parish Council's mobile telephones.

 

4474 Parish Councillors’ Business/Clipboard

1)      Civic Service on 4 November 2007; arrangements reviewed.

2)      Green corrugated fence along Ormskirk Road in the process of replacement.

3)      Guest book on the Parish Council's web site to be closed down indefinitely and the Clerk be requested to pursue any outstanding issues relating to the web site; noted that at the recent

LAPTC Conference, Councillors Harkins and Mitchell had made contact with a web site host who specialised in Parish Council web sites; they would pursue and report back in due course.

4)      Rubbish and rats behind the Altway shops.

5)      Councillor Baldwin’s briefing on meeting held with Inspector Meadows noted.

6)      The Parish Council's computer and printer in the Clerk’s possession be included in the next round of portable appliance testing (PAT).

7)      Councillor Payne meeting Mr R Stafford of Sefton Council to tour various areas causing concern on 1 November 2007; other Parish Councillors invited to join the tour.

8)      Councillor Payne’s traffic control proposals, produced in consultation with fellow Governors of Holy Rosary School to alleviate likely traffic congestion due to the school’s consolidation on its Oriel Drive site from 1 September 2008 be forwarded to Sefton Council for comments.

9)      Vernon Tower considered unsafe; Sefton Council be asked to inspect.

10)  Ormskirk Road – damage to grassed central reservation caused by large vehicles doing “U” turns across it.

 

4475 Disciplinary and Dismissal Procedures

The Parish Council noted that Mr D Evans had agreed to review the procedures received from Maghull Town Council and adapt them to suit this Council.
