4498 Minutes – 26 November 2007

Councillors Harkins and Gill declared interests in the payments for cheques 4911 and 4914 respectively and took no part in the discussions or decisions for those respective payments.

 

The Chairman, Councillor Mitchell, declared her interest in the payment for cheque 4916, vacated the chair and did not take part in the discussion or decision for that payment; the Vice Chairman Councillor Downey took the chair for those payments.

 

2)      agreed that the above payments were lawfully payable under the General Powers of the Parish Council and Open Space legislation

3)      confirmed the Chairman’s action to authorise the purchase of a laser printer for the printing of the Parish Council's agendas and minutes; printer to be held in trust by the Clerk, together with the Parish Council's computer and ink jet printer

4)      agreed that £20,000 be transferred from the capital reserve account to the current account.

4500 General Correspondence

1)      Aintree University Hospital – Volunteer Department; letter of thanks for the £230-64 raised at the recent Civic Service

2)      Sefton Council – noted that the carriageway markings at Molyneux Way/Altway would be replaced as soon as possible.

3)      Councillor D Jones re information in Conservative leaflets referring to the Parish Council – agreed that Councillor Jones could contact the Clerk to ensure accuracy of any references to the Parish Council.

4)      Sefton Council – noted that request for give way signs ay the mini roundabout at Wango Lane/School Lane/Bull Bridge Lane would be assessed.

5)      Sefton Council – noted that the possibility of the damaged verges outside 130/140 Oriel Drive be repaired would be considered in the new financial year.

6)      Sefton Council – repainting on bollards in Altway and Aintree Lane; noted that an estimate was awaited.

 

4501 Park/Safety Issues

The Parish Council

1)      noted that Sunday football team Calibre FC had disbanded

2)      noted that Thomas and Dolan were in the process of replacing the palisade fence/gate at the Atholl Crescent entrance with rods to comply with the planning permission given

3)      permission be given for Mr Atherton to attend the annual grounds’ conference in Harrogate on 22/23 January 2008, subject to him meeting all his travelling, accommodation and subsistence expenses

4)      agreed that the offer of the use of the Parish Council's premises by Community Support Officers be reiterated to the police

5)      agreed that now that the tree surgery work had been completed, Parish Councillors be requested to look round the park in order to make suggestions for trees and shrubs so that an appropriate allowance can be made in the 2008/2009 budget.

4503 Financial Statement from Aintree Initiative Group re the £1,600 for the “Ain Tree” commemorative stone in the library grounds

On behalf of the Aintree Initiative Group, Councillor Harkins updated the Parish Council on the expenditure so far and indicated that the History Group still had much to do as various problems had manifested themselves which would require rectification.

The Parish Council agreed that Sefton Council be approached concerning the possibility of “adopting” the tree on the grassed area by Molyneux Way as the new “Ain Tree”.

 

4504 Aintree Park Group Practice

Councillor Gill briefed the Parish Council on meetings held with Liverpool and Sefton PCTs and in particular, on the meeting held on 14 December 2007 at which the Chair of Liverpool PCT had made positive comments that a large refurbishment scheme for the practice’s current Oriel Drive premises was expected to be approved at Liverpool PCT’s next board meeting late in January 2008; however, it was significantly reliant on the joint use of the adjacent Youth Centre car park, which would be expanded and paid for by the practice, and a letter had already be sent to Councillor P Dowd, the Cabinet Member for Children’s Services, seeking his support for the joint use.

 

4505 Parish Councillors’ Business/Clipboard

1)      Councillor Payne updated the Parish Council on the Children’s Centre building/appointments and also the Holy Rosary building project.

2)      “Mosquitoes” replaced at the Altway shops.
