At the Annual Meeting of
the Parish Council held on the 14th May 2007 at 7.00pm
the following Parish

Councillor P
Gill as Chairman for 2006/2007, opened the meeting for continuity purposes and
welcomed new Parish Councillors Terry Baldwin, Jack Rooney and Mike Varney to
their first meeting as Parish Councillors as well as the other Parish
Councillors who had committed themselves to another term of office; he then
called for nominations for the office of Chairman for the new Parish Year of
2007/2008.

Councillor
Carole Mitchell was unanimously elected Chairman for the 2007/2008 Parish
Council year, signed the Declaration of Acceptance of Office and took the
Chair.

Retiring Chairman 2006/2007
The
Parish Council unanimously thanked Councillor Peter Gill for his excellent year
of service as Chairman and agreed to place on record its sincere thanks and
appreciation to Councillor Gill for his services as Chairman in 2006/2007.
4387 Election of Vice
Chairman 2007/2008
Councillor Godfrey Downey was unanimously elected Vice Chairman for the 2007/2008
Parish Council year.
4388 Cheque Signatories
2007/2008
The
Parish Council agreed that Councillors Downey, Gill and Harkins be authorised
to sign cheques for the 2007/2008 Parish Council year.
4389 Review of Chairman’s
Allowance, 2007/2008
The
Parish Council agreed that the allowance be set at £500 with a reserve of £250
and that the cost of the Civic Service would not be a charge on the allowance.
The Chairman Councillor Mitchell declared an interest in
this item,
vacated the chair and did not take part in the discussion
or decision.
The Vice Chairman Councillor Downey took the chair for this
item.
Councillor Forrest declared an interest in 1) above and did

representative on the Governing Body of Aintree Davenhill School and that his

General Correspondence
1)
LAPTC
– training courses for new Parish Councillors on 14th July 2007 and
8th September 2007; agreed that Councillors Baldwin and Varney be
authorised to attend both courses at a total cost of £100 and that travelling
and subsistence allowances be paid in accordance with the Parish Council's
scheme in connection with attendance at the courses.
2)
Sefton
Council – validation checklists for planning applications noted.
3)
Sefton
Council – noted that the Planning Director would be looking at the access to
Old Roan Station from the Aintree Village side from an accessibility point of
view.
4)
Secretary
of Aintree Conservative Club – agreed that Councillor Baldwin be requested to
represent the Parish Council at the meeting with the club’s nearby residents on
26th May 2007 at 10.00am.
5)
Knowsley
Council – local development framework consultation noted.
6)
Sefton
Council – noted that only Altway and Sefton Drive would be resurfaced in the
2007/2008 highway refurbishment programme and that the Clerk had written asking
why Mostyn Avenue and Broomsgrove had not been included.
7)
Sefton
Council – noted that an access restriction would be put on footpath number one
to prevent motor bikes gaining access.

Councillor
G Howe re meeting with Sergeant D Riley on 16th May 2007 at 6.30pm –
around seven Parish Councillors indicated that they would be attending.
9)
Standards
Board re new Code of Conduct – agreed that the Clerk should send the new code by
email to those Parish Councillors with email addresses and by hard copy to the other
Parish Councillors; further, the code be considered for adoption at the next
meeting.
10)
Councillor A Robertson – noted that the Valentine appeal was listed for
29th May 2007 and that the premises could be re-opened at any time
as the Licensing Committee’s original determination did not take effect until
the matter has been determined by the Magistrates’ Court.
11)
Councillor
A Robertson – noted that he had reminded Sefton officers of the Borough
Council’s possible provision of a Ranger Service for the Borough Council’s
parks and that it needed to take account of the parks under the control of
Parish and Town Councils.

2) agreed that Councillor Colbert be requested to
oppose 0290.
Councillor Harkins and Carlton declared interests in 0289 and 0358
respectively as near neighbours and took no part in the discussions or decisions
on those applications. Although not part of the
decision making process, the Clerk declared a personal interest in 0291 and did
not advise the Parish Council on that application.
4396 Park/Safety Issues
The Parish Council agreed that
1)
Mr Atherton be requested to refit the fuse box
in the Assembly Room calling Cottrells if necessary
2)
the Clerk be requested to advise Mr Atherton
that applications to work flexible hours must be submitted in writing
3)
Mr Atherton’s report be noted, as well as the
Chairman’s report on the last meeting of the Parks Committee
4)
the Parks Committee be requested to meet Mr
Atherton again as soon as possible and that Councillors Duggan and Green should
join the Parks Committee in due course
5)
staff be trained in first aid on a voluntary
basis with a refresher course every three years
6)
staff should assist park users subject to the
advice of the Parish Council's health and safety adviser which was that any assistance
rendered must only be first aid and nothing else i.e. no administration of
pills, potions, creams etc which, anyway, should not be in the first aid box;
further and most important was that staff should tell injured or sick persons
to consult their doctor or attend hospital if required and in the case of
serious injuries or illness, call an ambulance immediately
7)
all incidents, including first aid, must be logged in the
accident book with the action taken
8)
proper disciplinary and grievance procedures
were required.

Harkins informed the Parish Council that discussions regarding the proposed
drainage work were still ongoing.
4397 Parish Councillors

1)
Councillors Gill and Payne briefed the Parish Council on their meeting
with Council Officers relating to the many outstanding issues in the Parish;
agreed that Parish Councillors should come to the next meeting with a list of
sites for action regarding the protection of grassed areas and greens.
2)
Sefton Council be approached re suggestion made some time ago about the
promotion of the Grand National along Ormskirk Road.
3)
Survey of roads, pavements and street lighting Haydock Park Road,
Sandown Park Road, Windsor Park Road and Kempton Park Road.
4)
Raw sewage in gully draining into the River Alt close to Mill Cottage
and Spencer’s Bridge.
5)
Missing fire hydrant cover on pavement by B & Q fence, Ormskirk
Road.
6)
Grass cutting behind schedule.
7)
Martin’s, Altway – graffiti and leaking pipe.
8)
Merseytravel re Old Roan Station noted; agreed that a sub group
consisting of Councillors Green, Forrest and Varney be established to review
the issues appertaining to the Old Roan Station with a request that they report
their findings and recommendations to the next meeting.

Traffic calming – remaining plateaus and mini roundabout in Bull Bridge
Lane.

Councillor Baldwin briefed the Parish Council on recent issues from the
Neighbourhood Watch Committee; noted that the section 30 order had been
extended to a round the clock basis.
11)
Councillors Harkins briefed the Parish Council on the commemorative
plaque for the “Ain Tree” and that all Parish Councillors were invited to the
unveiling ceremony at the library on 31st May 2007 at 3.00pm.
12)
LAPTC re post office closures in rural areas noted.
13)
Sefton Council – noted that the Council did not own the copse in
Ormskirk Road adjacent to Old Roan Station.
14)
Sefton Council re removal of advertisement signs in Ormskirk Road noted.
15)
Noted that Mr Julian Thick had been appointed managing director of
Aintree Racecourse from 21st May 2007; letter of welcome to be sent with
the issues raised at the last meeting and the issue of the control of noise and
exhaust fumes from motor bike racing.
16)
Melling Road street signs require replacement.
17)
Former Paradox site – noted with regret that the proposed development
would not be proceeding.
18)
Bollard still missing in Bull Bridge Lane.
