   At a meeting of the Parish Council held on 12th February 2007 at 7.00pm

4337 Minutes – 22nd January 2007

The minutes of the meeting held on 22nd January 2007 were received as a correct record and signed by the Chairman.

2)      agreed that the above payments were lawfully payable under the General Powers of the Parish Council and Open Space legislation

3)      noted that no advice would be given by HM Revenue and Customs to the Parish Council and agreed that Mr George Howarth MP be requested to intervene and a VAT accountant be sought in order to assist the Parish Council with its VAT issues

4)      further advice be sought on recent regulations relating to the incorporation of bank holidays into contracts.

 

Councillor Downey declared his interest in the payment for cheque number 4677 and took no part in the discussion or decision for that payment.

 

4339 Anti Social Behaviour Act, 2003 – Section 30 Order

The Parish Council noted that Aintree Neighbourhood Village Watch was receiving complaints from residents relating to anti-social behaviour at times not covered by the Section 30 Order; as secretary to the Aintree Neighbourhood Village Watch, Councillor Mitchell informed the Parish Council that Sefton Council monitoring forms had been distributed to residents so that evidence can be collected.

 

4340 General Correspondence

1)      Sefton Council – copy of notice of confirmation in respect of the diversion of Aintree Footpath Number 1 noted.

2)      NALC re possible changes to the Quality Town and Parish Council Scheme – Clerk to submit current tests to the next meeting.

3)      Merseytravel – noted that a clean up of the former ticket office area at Old Roan Station had been completed; the Area Committee be again requested to pursue the matter of an access from the Aintree Village side of the station and informed that the Parish Council would be willing to be part of a pilot scheme to protect greens and verges from car damage.

4)      NALC re section 3 of the Disability Discrimination Act 2005 noted.

5)      NALC re consultation on draft Freedom on Information and Data Protection (Fees) Regulations 2007 noted.

6)      NALC re the Local Government and Public Involvement in Health Bill (Second Brief) noted.

7)      Mr C Barnett, Aintree Racecourse Company – Mr Barnett be thanked for his kind invitation to view the new racecourse facilities; at least eight Parish Councillors indicated they would like to attend on 19th March 2007 at 9.30am

8)      Home Office – noted that neither of the prisons on the Ashworth site will be an open prison.

9)      Knowsley Council – public consultation on statement of community involvement for planning noted.

10)  Sefton Council – consultation on Sefton Cultural Strategy noted.

11)  Sefton Council re Standards Committee Bulletins noted.

12)  Sefton Council – amendments to the Model Code of Conduct for Parish Councils noted.

13)  COMTECHSA – Annual Report for 2005/2006 noted.

 

4341 Valentine Public House

The Parish Council noted that an appeal had been submitted against the Borough Council’s decision to revoke the licence.

 

4342 Planning

There were no planning matters but the Clerk was requested to write to the Planning Director in very strong terms concerning the non-receipt of the plans for S/2006/1131 and S/2006/1132.

 

4343 Park/Safety Issues

The Parish Council agreed that

1)      minute 4333 (1) be rescinded in so far as the fee is concerned and the Aintree Harrow Ladies’ Bowling Club be given permission to use the bowling green on 2nd/3rd/4th July 2007 at the club use rate of £16 per day

2)      the opening or closing of the Atholl Crescent entrance be re-considered at the next meeting

3)      approval be given to the entering into a contract with COMTECHSA to appoint them as architects to liaise with drainage specialists to come up with a solution to the flooding problems in the park together with costs, such work estimated by COMTECHSA to take ten hours at £50 per hour plus VAT – a total of £587-50

4)      in connection with the proposed further contract with COMTECHSA, they be asked to clarify the apparent large number of hours (50), what would be included in the work and how it was ascertained that there was subsidence on the tennis courts

5)      Mr Atherton be requested to ensure that staff have keys for all locks

6)      Mr Atherton’s first two-way appraisal meeting will take place on Tuesday 20th February 2007 at 10.00am to be undertaken by Councillors Harkins, Mitchell and Payne.

 

4344 Football Season 2007/2008

The Parish Council agreed that football managers be advised that due to

 

·         the high number of cars being used by football teams

·         the limited car parking available in the park

·         the consequent problems caused in Harrow Drive on a Sunday

the Parish Council might need to consider staggering kick off times for the 2007/2008 season, perhaps with the first game having a starting time of 10.30am, and they be advised to consult their leagues accordingly.

 

4345 Parish Councillors Business/Clipboard

1)      Canal towpath and canal at Wango Lane require rubbish removal.

2)      Situation regarding section 106 payments to be ascertained from Sefton Council.

3)      Altside Business Village Partnership – Councillor Payne’s briefing paper on the outcomes of the Executive Committee meeting held on 6th February 2007 noted.

4)      Rear door to the Assembly Room not locked on one occasion.
