At a meeting of the Parish Council held on 10 March 2008 at 7.00pm

4544 Minutes – 25 February 2008

The minutes of the meeting held on 25 February 2008 were received as a correct record and signed by the Chairman.

The Chairman, Councillor Mitchell, declared her interest in the payment for cheque 4953, vacated the chair and did not take part in the discussion or decision for that payment; Councillor Gill was elected to chair the meeting for that payment.

 

2)      agreed that the above payments were lawfully payable under the General Powers of the Parish Council and Open Space legislation

3)      agreed that the possible elongated budget prepared by Councillor Harkins be circulated to Parish Councillors and it be discussed at the next meeting.

 

4546 Annual Review of Charges

2)      noted that it would review its decision of free tennis and crazy golf at its meeting on 22 September 2008

3)      agreed that some consideration should be given to making golf clubs/balls available for a reasonable but economic deposit and an inventory of this equipment be submitted to the next meeting

4)      the Aintree Ratepayers’ Association be requested to ask for the donation to the Parish Council of any unused golf putters in its next newsletter.

 

4547 Internal Auditor’s Report

The Parish Council

1)      again discussed the taxation of taxi fares in the light of HMRC’s briefing EIM21831 “Particular benefits: late night taxis: general overview”

2)      agreed to reaffirm its decision that subject to the cost, professional advice be sought from accountants’ Lonsdale and Marsh on the taxation situation relating to the refunding of taxi fares and that the Chairman be given delegated power to approve the cost.

 

4548 Correspondence

1)      St Giles with St Peter’s “Faces of Aintree” photography competition 2008 noted.

2)      Mrs P Anders of the Old Roan Baptist Church – proposals for community centre at the infant site of Holy Rosary School noted and supported.

3)      Sefton Council re progress being made on comments to be submitted on the Kirkby Town Centre redevelopment which would include the Parish Council's main concerns of additional traffic and parking in the Parish.

4)      Sefton Council re a Residents Privileged Parking scheme in Bradfield Avenue – noted that there was a moratorium on new schemes while the system was being evaluated; further noted that Bradfield Avenue was on a list of 96 roads where a scheme had been requested.

5)      Councillor Robertson – noted that he had obtained an increase in the double rating allowance for 2008/2009 which would give the Parish Council an additional £2,488.

 

4549 The Parish Council’s Web Site

The Parish Council discussed its web site at great length and subsequently agreed that

1)      some form of guest book/forum was essential

2)      it was not the current web master’s role to gather information for the site

3)      Mr Andrew Forrest’s offer to continue maintaining the current web site until the AGM be gratefully accepted

4)      Parish Councillors with internet access be requested to visit other Parish Councils’ web sites with a view to agreeing the best the web site design and web site host at the next meeting

5)      the offer of Councillors Baldwin and Gill to update the web site and to gather information for it after the AGM be also gratefully accepted.

 

4550 Park/Safety Issues

The Parish Council

1)      agreed that free use of the park be given to Merseyside Fire Service on a date yet to be fixed in July 2008 for the service’s “spark campaign”

2)      agreed that Mr Atherton be advised not to leave the park during working hours but to create a list of items required following which the Chairman or Clerk’s permission would be required to leave the park

3)      noted that the Blue Anchor Football Club had disbanded for the time being.

4552 Parish Councillors’ Business/Clipboard

1)      Two commercial vehicles restricting the pavement and causing sight and safety hazards to pedestrians.

2)      Damage to central reservation of Ormskirk Road by United Logistics vehicle.

3)      Rubbish around ASDA’s recycling area.

4)      Rubbish on central reservation of Ormskirk Road by railway embankment.

5)      Most road markings in the Parish require repainting,

6)      Blue Anchor Bridge; Sefton Council be asked for the most recent report on the bridge.

7)      Sefton Council to be asked if it has carried out a risk assessment of the area underneath the railway bridge in Copy Lane due to the ever increasing number of heavy goods vehicles using the road and the narrowness of the footpath.

8)      Section 30 order terminated 10 March 2008 and could not be renewed; Inspector Meadows to be asked if an effectiveness report could be produced showing its impact on crime figures.

9)      Councillor Payne’s report on site meeting re traffic and parking issues in Oriel Drive noted; further noted that the matter would be raised at the next Area Committee.

10)  Councillor Payne’s report on “grot spots” be forwarded to Sefton Council for comments.
